Plastic carry-bags banned in Capital

ITANAGAR, Sept 14: The District Magistrate, Itanagar Capital Complex has banned use of plastic carry bags within Capital Complex.

Upholding the standing order issued on August 8, 2014 banning use of plastic carry bags, the DM in an order said, “No person shall manufacture, store, import, sell or use polythene or plastic carry bags in Capital Complex”.

These non bio-degradable polythene carry bags are creating great danger to the fragile environment of our state capital as there is no scientific system of solid waste management or disposal in the Capital Complex region, the DM said.

The violators of the order would be dealt strictly under section 188 of the IPC and penalty would be imposed on them, it cautioned.

 

Monigong cut from rest of the state

ITANAGAR, Sept 14: The Monigong administrative headquarters is cut off from the rest of the state due to heavy landslide at Taking Lingtak. The area has been receiving continuous downpour for the last few days. Border Road Organisation (BRO) is facing a challenging task in restoration of surface communication due to the limited manpower and machinery. The EAC Monigong Sang Khandu along with BRO authorities is making all out efforts to restore the surface communication. (DIPRO)

 

ABK(ES) aid to flood victims

PASIGHAT, Sep 14: Members of East Siang unit of Adi Baane Kebang and Nepali Sanskriti Samaj of Pasighat on Sunday provided some aid and financial assistance to the flood affected Anpum and Loklung villagers in Lower Dibang Valley district, who have lost their dwelling houses and other household properties in the recent deluge.

The ABK recently conducted a three day donation drive at Pasighat and collected few cash amounts, food items, plastic containers, tent house materials, clothes etc. and the collected items were distributed among 125 victim families of the two worst affected villages to give partial relief.

 

Lok Adalat disposes 24 cases

ITANAGAR, Sept 14: The West Siang district Lok Adalat has disposed off 24 cases in a Lok Adalat held on Saturday in the court of Chief Judicial Magistrate. The Lok Adalat presided by Tage Halley, Chief Judicial Magistrate-cum-Civil Judge, took up 57 cases for hearing out of which 24 criminal compoundable cases were disposed off on the spot. Remaining cases could not be disposed due to the absence of victims and unwillingness of the parties to settle the case in Lok Adalat. The members of District Legal Service Authority Advocate Minrik Noshi, Advocate Todak Ado and Advocate Gorik Kamduk were present during the proceedings. (DIPRO)

 

Pham-Kho-Sowai celebrated

ITANAGAR, Sept 14: Pham-Kho-Sowai festival of the Bugun community was celebrated with traditional fervour and gaiety with a four-day programme at Singchung.

The closing ceremony of the festival was attended by Union MoS Home Affairs, Kiren Rijiju and Dumporijo MLA Paknga Bage yesterday.

The festival was inaugurated on Sept 10 by Minister for UD, Tourism, Art and Culture, Pema Khandu and Parliamentary Secretary (Tourism) Mama Natung. Kumsi Sidisow, Parliamentary Secy. (PHED) was the chief patron of Central Pham-Kho-Sowai 2015.

Harvesting season is a festive season for the Buguns. Besides merrymaking, worship is a part of the festival to pay tributes to the natural forces for bountiful harvest. Prayers, offerings and sacrifices are offered for bumper harvest and welfare of human beings.

Pham-Kho-Sowai literally means Mountain (Pham) and River/water (Kho), which are considered as vital components required for human survival.

 

Public awareness crucial for tobacco control: DC

BOMDILA, Sept 14: West Kameng District Tobacco Control Cell (DTCC) gave a clarion call for effective implementation of the National Tobacco Control Programme in the district.

Attending the first co-ordination meeting cum workshop of the DTCC at Bomdila today, West Kameng Deputy Commissioner AK Singh suggested various remedial and preventive measures and opined that effectiveness of the public awareness campaign would depend on the seriousness of the information, education and communication (IEC) activities.

Terming the tobacco control programme a people’s campaign, Singh stressed the need for involving the student community, officers, PRI members, Gaon Buras, police and various NGOs and committees active in the district for better results. Inter-district badminton C’ship

ITANAGAR, Sept 14: The pair of Toil Tacha and L Pakasana Meitei of Tezu won the first Inter-District Brotherhood Badminton Championship held at Wakro, Lohit.

Toil and Meitei defeated the pair of Pingpasara Mantaw and Meuseng Manchekhum of Namsai in straight 21-12, 21-13 sets in the final. The championship was held for men’s double only.

The championship organised by “Icare” aimed at fostering brotherhood among the people of Lohit, Namsai and Anjaw districts.

Wakro Zilla Parishad Member, Patam Rangmang, who attended the closing ceremony, praised the initiative of the organiser and said such sports activity bring people together and foster greater understandings.

ATSU demands immediate demarcation of school boundary

ITANAGAR, Sept 14: All Tagin Students’ Union (ATSU) has expressed its strong resentment over the district administration’s failure to respond to the union’s demand for demarcation of the boundary of VKV Kuporijo.

In a reminder to Upper Subansiri Deputy Commissioner, ATSU demanded the DC to take necessary action to demarcate the boundary of the school within a week.

The students union claimed that the school land is shrinking day by day due to rampant encroachment by public leaving no scope to the school for its future infrastructural development.

 

Committee opposes boundary wall

ITANAGAR, Sept 14: The Rakap Sanglum Village Development Committee has strongly opposed the construction of a RCC wall around the 200 acres of land for the proposed construction of Arun Medi City, claiming that the land has not been allotted for the proposed project. In a release, the committee stated villagers have been using the said plot as cultivating land since ages. It further alleged that the government had made false promise to build a 500 bedded hospital in the proposed land with regular jobs and contract works to land donors.

 

Tirap loses 2 teachers

ITANAGAR, Sept 14: Tesam Wanghop, an SSA Teacher was killed in a tragic road accident on Sept 9 near new Doidam in Deomali circle.

Late Wanghop was born on Jan 1st 1979 at Ngoithong village. He joined Changthing village Primary School as an Assistant Teacher under SSA in 2006. He had also served at old Lainwang village and Ngoithong. He leaves behind his wife and two children. In yet another loss for the education department, Linkap Ketok of Kheti village, who was a regular teacher died in his sleep at his Khonsa residence on Sept 11th. The department has condoled the untimely death.  Meanwhile, BRC staff of Khonsa deeply mourned the untimely demise of Tesam Wanghop. The staff members assembled at BRC on Sept 11th and observed two minutes silence as a mark of respect to the departed soul. They remembered late Tesam as a sincere teacher who had an amiable disposition for which he was loved and respected by all.

 

Orientation training for SHGs at Dambuk

ITANAGAR, Sept 14: Orientation training for Self Help Groups (SHGs) was conducted at Dambuk ADC office conference hall by Future Generations Arunachal to encourage SHG activities in the area.  

Seven all women SHGs attended the training programme in the first batch comprising more than 70 members.

Dambuk ADC Atul Tayeng, officers and officials of Veterinary, ICDS and Agriculture department were also involved in the training programme.

Topics ranging from SHG formation, group economic activity, revolving fund concept and SHG federation were taught in the training using Seed Scale methodology.

 

Capacity building prog for Apex Bank officials

ITANAGAR, Sept 14: A three-days Management Development Programme (MDP) for the officials of the AP State Coop. Apex Bank Ltd started at ATI Naharlagun today. It is being conducted by the Institute of Coop. Management (ICM), Guwahati and sponsored by BIRD, NABARD, Lucknow under the ‘SOFTCOB’ Scheme.

While inaugurating the programme, Apex Bank managing director, T Thongdok said that capacity building of the bank staff is important to remain in the business in the age of stiff competition in the banking sector following the adoption of modern technology. Elaborating on the various banking production and services, he said Apex Bank staff must be able to deliver services to retain the customers. He also said that as commercial and private sector banks are not going to rural and interior places of Arunachal Pradesh, the state-owned Apex Bank should provide banking services to the needy people in the rural areas.

H K Das, faculty of ICM, who is also programme coordinator, highlighted the importance of the programmes to face the challenges in banking sector.

Another ICM faculty K H Rangamliam spoke on the development achieved through Cooperative sector in other parts of India.

T Laling, GM and T Wangdi, GM, Apex Bank also advised the participants to be punctual and take maximum benefit from the programme.

Training programme on Bee keeping organised

ITANAGAR, Sept 14: The training programme on Bee Keeping and awareness on sericulture development for the local farmers was organised by the Department of Textiles & Handicrafts, Lohit District at the Craft Centre complex, Tezu. The programme was inaugurated by Haweli Kri, Zila Parishad Member Tezu in presence of Goan Burahs, PRI members, head of offices of Agriculture, Fisheries and Horticulture, and trainee farmers.

In her address, the ZPM appreciated the Textile & Handicraft department for organising such income generating training and awareness programme for the economic development of the local farmers. She exhorted the farmers to take up the government sponsored schemes of various departments seriously.

Earlier, S. Bhattacharjee, Assistant Director of Textile & Handicraft explained in detail about the motives and purpose of organising training and awareness programme for self employment and sustainable income generation.

District Fishery Development Officer L Lhasa, District Agriculture Officer, D Pao, and Horticulture Development Officer, S Rahman also addressed the participants and highlighted the importance of Honey Bees in context of medicinal values of Honey and its promising and potential market. They also spoke on the Honey Bees role in the pollination of various food crops to increase productivity. They also suggested the farmers to take up sericulture activities. Solai Ngadong, GB and T. The opening match was played between Gangte Hari and Chimpu Sporting Returns in which the former defeated the latter by 2-1 goals.

 

1st national school prize money chess C'ship

ITANAGAR, Sep 14: The 1st National School Prize Money Chess Championship for U-16 boys and girls will be conducted at Hyderabad from Oct 20 to 25.

MoEFCC on massive clearance spree of Arunachal hydro power projects

ITANAGAR, Sept 14: The Expert Appraisal Committee for River Valley and Hydroelectric Projects of Ministry of Environment, Forest and Climate Change (MoEFCC) which met on Aug 24-25 in Delhi has recommended clearance of an alarming number of Hydro power projects in Arunachal Pradesh.

The Committee has accepted recommendation to build 26 out of 28 hydropower projects on Subansiri river basin. This decision is bound to have serious repercussions as there have been no public consultations in Arunachal Pradesh or Assam.

Surprisingly, Subansiri river basin study was not even listed among the 14 subjects that were placed for discussion. However, this did not stop the Committee from taking a decision to go ahead with 26 projects.

On 3097 MW Etalin by Jindal group on Dibang, the EAC has recommended  primary surveys only in monsoon, not in winter and pre-monsoon, which experts  say is an attempt to enable faster clearances while compromising ecological and social security as lot of use of areas by people and wildlife is in winter and pre-monsoon, not just monsoon.

The Committee further recommended clearances to Nykcharong Chu (96 MW), Tawang–I (600 MW), Tawang–II (800 MW), Nyamjang Chu (780 MW), Jaswantgarh Stage–I (4.5 MW) and Paikangrong Chu (2.4 MW). Rho (93 MW), Mago Chu (96 MW), New Melling (90 MW), Tsa Chu-I Lower (77.2 MW), and Tsa chu-II (67 MW) in Tawang,  subject to the statutory clearance of the individual projects.

The Cumulative Impact Assessment of proposed HEPs and determination of Basin Carrying Capacity has been carried-out by Department of Botany, North Eastern Hill University, Shillong.  MOEF&CC is yet to give its final approval.

Meanwhile, 66 MW Kangtangshiri has been recommended for Environmental Clearance along with 74 MW Tagurshit, both in West Siang, subject to recommendation of Siang river basin study which has been accepted by MoEFCC. There has been no Public Consultation on the Siang River Basin study.

 

 

Second phase of SDC meetings begin

Developmental road map of 11 departments outlined

ITANAGAR, Sept 14: The future road map of developmental plans and proposals for 11 departments were outlined in the second phase of the State Development Council (SDC) meetings which started   under the chairmanship of Chief Minister Nabam Tuki here today. The meetings will outline the future roadmap of developmental plans for 25 departments – 11 of which were covered in today’s meeting.

The departments that highlighted their respective proposals for consideration of SDC today included Police (Housing), Prison Administration, Fire Services, Road Safety, Chief Estate Office, Agriculture, Horticulture, WRD, Environment & Forest, Rural Development and Panchayati Raj.

Sitting through the departmental presentations, the Chief Minister emphasised on the importance of channelizing resources towards boosting activities in Agriculture and allied sectors. He said, soil health management should be a key component of agriculture and horticulture development as envisioned in a policy adopted by the Government of India. The State Cabinet has already approved implementation of the Soil Health Mission in the state.

It was decided that the ongoing Chief Minister’s Agri Mechanization programme would be continued with sufficient fund provisions besides linking the agriculture sector with the CM’s Employment Generation Programme through skill development of progressive and potential farmers.

One Agriculture Production Commissioner will be appointed as per budget announcement made by the Chief Minister earlier. Under Horticulture, self employment schemes would be given priority. The department was advised to submit a proposal on it under RIDF. Besides, Oil Palm cultivation would be taken up in a large scale this year. Funds have been approved for provision of bore wells in areas receiving less rainfall in Tirap, Changlang and Longding districts.

The department of Environment and Forests would take up massive plantation drives in the state capital and district headquarters with provision of funds by the SDC.

The Chief Minister reiterated that funds should be released by the Finance Department in time-bound manner for timely implementation of schemes. He also directed the departments to address observations raised by CAG and strictly adhere to laid down guidelines of schemes implemented.

Tuki informed that the state government is taking concrete initiatives for timely release of state share for Centrally Sponsored Schemes. In order to conduct social audit, he said, a directorate of Social Audit would be set up in the Planning Department while also constitute a Surplus Cell to realign surplus staff in various departments for optimum utilisation of resources.

Fund provisions were also approved for procurement of fire tenders and awareness programmes on road safety measures, etc.

 

 

Aggrieved depositors organise

rally against ‘Jiyo aur Jine do’

DAPORIJO, Sept 14: The depositors of ‘Jiyo aur Jine do’, a private financial institution, organised a massive protest rally at Daporijo today demanding  police remand of the chairman of the institution till their deposited money amounting to Rs.47 lakhs is not refunded.

The rally which started near the Daporijo police station culminated near the SP office.

The aggrieved depositors, most of them women, further demanded that the law enforcing authority register case against him and his financial institution under appropriate sections of law and award exemplary punishment for cheating the depositors.

The alleged accused was earlier arrested at Naharlagun police station following the complaint lodged at different police stations including Daporijo police station for not refunding the deposited money of customers. Later he was brought to Daporijo police station on Sept 8 for further investigation of the case. They also demanded that all the staffs involved in the cheating case should be booked under appropriate sections of law as they are also equally responsible for the fraud case.

Meanwhile, SP Taru Gusar assured the aggrieved customers of ‘Jiyo aur Jine do’ of impartial and proper investigation into the case. He also asked the depositors to produce evidences related to their deposited money for further investigation.

 

 

Rebia asks HoDs to shift offices at Yupia

YUPIA, Sept 14: State Legislative Assembly, Speaker, Nabam Rebia has asked the heads of departments (HoDs) of Papum Pare district to immediately shift their offices to district headquarters Yupia.  

The Speaker, after inaugurating the RWD’s Popum Poma division Executive Engineer’s (EE) office here today, asked Deputy Commissioner Tai Kaye to have the offices of the remaining HoDs shifted here within two months.  Several HoDs are still operating from offices in Nirjuli, Naharlagun and Doimukh.

“Water supply, electricity supply and road connectivity have improved a lot here. Proper functioning of offices will drastically reduce the problems of the public of Papum Pare,” Rebia said.   

Urging the government employees to be punctual, he remarked that many of the officers as per reports arrive late at their offices but leave early, causing immense trouble to the public”.

Rebia also criticised the government employees who never miss a chance to demand a raise in salary, promotion, etc, but forget their own responsibilities towards their jobs and public welfare. EE Techi Jobae said the new division office would be computerised and cent per cent paperless.

The RWD’s Popum Poma division had been created when Subansiri district was still undivided. The office did not have a permanent office until now.

 

 

Villagers reconstruct flood ravaged road

ROING, Sept 14: The people of Kabang village in Lower Dibang Valley district led by the Anchal chairperson, 4-Iduli Anchal block, Rajen Mickrow, ASM, Emuli-Kabang, Ravi Mihu chipped in money, material and labour, and reconstructed the flood damaged approach road to the bridge over Kundil river. It took three days to reconstruct the approach road. The approach road to the bridge was washed away by the flood water in August severing road connectivity in between Iduli and Kabang in Lower Dibang Valley district. The villagers took the decision to reconstruct the approach road after their repeated requests to the concern authorities for reconstruction yielded no results. This is not the first time that the villagers have collectively repaired the approach road to the bridge. Every monsoon, the Kundil river creates havoc eroding its banks and damaging agriculture fields and every year the villagers have been repairing the damages on their own. However, damages this year was severe, according to a release.

 

 

Fund provided for flood restoration works: DDMO

ROING, Sept 14: The Disaster Management department has provided funds to the Additional Deputy Commissioner, Dambuk for restoration works in flood affected areas as per need basis, said the District Disaster Management Officer (DDMO).  

To ascertain the actual damaged, officials of veterinary and agriculture department are assessing the damage caused to agricultural fields and livestock. The Department of Disaster Management is always with the affected people, said DDMO A Perme, while responding to a news item regarding immediate relief to the flood affected people published in this daily today.

Apart from 60 quintals provided to Paglam, 75 quintals of Rice were also airlifted to Dambuk with the help of Indian Air Force sortie in the first week of September.

Atul Tayeng, ADC Dambuk informed that the relief assistance for the houses damaged will be provided to the flood victims, whose houses have been damaged in the flood within two to three days. He also informed that the local administration have been fully engaged in safety, evacuation and restoration works of the flood affected people from the beginning of flood till date. The relief to the agriculture and livestock damaged will be provided after the assessment is completed.

Under the direction of Lower Dibang Valley Deputy Commissioner, a team of District Disaster Management headed by DDMO Roing including medical and veterinary doctors visited the flood affected areas to take assessment of the outbreak of any after flood diseases. Medical team has also conducted preliminary assessment of outbreak of any disease and till date no occurrence of such outbreak of disease was reported. It was informed that the PHC Anpum is capable to tackle any such outbreak with two doctors and sufficient stock of medicines. However, if the situation arise supplementary team at District Hospital, Roing is ready for any eventualities, informed the DDMO.  

Meanwhile, Monitong Milli, ASM who is also the member of the Village Level Relief Committee, Anpum informed that the flood affected people are satisfied with the immediate relief and help provided by the local administration during the flood and Tatling Pertin, CO Paglam is regularly monitoring it on daily basis. Garbage woes grapple Namsai

Namsai located on the banks of mighty Nao Dihing River is one of the oldest towns and the youngest district of the state. In the recent past, the town was declared as the district headquarters heightening the people’s hope for change.

The picture perfect vista after crossing the Mahadevpur Police Check Post – the azure sky, blue mountains far off, the whitewaters of the Nao Dihing, the infinite greeneries and the cars gliding upon the smooth surface made by BRO add up to that hope.

All the panoramic delights derails as and when one steps out from the comfort of the vehicle and confront the visual annoyance – disorganised market place, ugly and ageing infrastructures, reckless traffic, haphazard parking, overflowing garbage piles donning the front of the commercial establishments and stray cattle at every dustbin. In fact, it is very difficult to escape the sight and smell of filth when in Namsai town.  

Comparatively, as of now it will be easier to find God than the men and machines of DUDA tasked to wipe off the revolting trash. Cleanliness which should be a daily routine has been converted into ‘as-we-like’ event by the DUDA officials.

The delay in discarding the garbage’s is not only hurting the town’s elegance but also transforming the dustbin sites into breeding grounds of life threatening diseases. In the meantime, the dilapidated drainage system is also contributing equally in devastating Namsai’s charm and reputation. Interestingly, the greedy shopkeepers have already occupied the upper parts of the drains by extending their shops on it. If the drain clogs, which will certainly one day, there is no way to unclog it. Ultimately, the sewage will approach the road and the market place.

With the drain and dustbin capitulating due to departmental laxity, the link road leading to the market from the main highway is all set to surrender. Potholes some of which are life threatening for bikers adorn the 1.5 kms stretch.

Another anomaly that hurts the town’s prestige is the empty traffic point along with the untamed traffic and haphazard parking.

Weighed down by series of drawbacks, the sad looking town had tried to limp back to normalcy but collapsed mid-way due to lack of local support. Arunachal at the bottom for ‘ease of doing business index’

New Delhi, Sept 14:  Gujarat was ranked on the top on Monday, among states, on the ease of doing business index prepared by the World Bank, while Andhra Pradesh and Jharkhand were placed at the second and third positions, respectively.

Others in the list of top ten states in India providing a better climate for businesses include Chhattisgarh, Madhya Pradesh, Rajasthan, Odhisa, Maharashtra, Karnataka and Uttar Pradesh.

The ranking of the states, prepared by the World Bank at the behest of the government, was based on eight specified parameters which include setting up of business, allotment of land, labour reforms and procedure for environmental clearance.

The parameters also include infrastructure, procedure for registration for tax purposes and inspections for compliance of various norms.

At the bottom of the ladder in the index were Mizoram, Jammu and Kashmir, Meghalaya, Nagaland and Arunachal Pradesh.

The report titled 'Assessment of State Implementation of Business Reforms' also took into account the 98-point action plan on ease of doing business which were finalised at a workshop of chief secretaries last year.

Among the major states, West Bengal occupied 11th slot, Tamil Nadu (12th), Haryana (14th), Delhi (15th), Punjab (16th), Himachal Pradesh (17th), Kerala (18th), Goa (19th), Bihar (21st) and Assam (22nd). Pitching for further ease of doing business, World Bank country director Onno Ruhl, in his foreword to the report, said, "A disproportionately high regulatory burden is borne by businesses in India today."

Because of regulatory burden, India has been ranked at the 142nd position, among 182 nations ranked in the World Bank's Doing Business study, he added.

Various initiatives taken by India in recent times, Ruhl said, would help the government in focusing on "implementation of reforms relating to start a business, resolving insolvency, enforcing contracts, and trading across borders." PTI

 

 

Fingerlings released in Sipit

ITANAGAR, Sept 14: The department of fisheries Upper Siang district yesterday organised “River Ranching Programme” at Sipit River near Gette village. Remo Kamki, Deputy Commissioner, Upper Siang released around 20,000 fingerlings of indigenous fish and Indian Major Carps into the Sipit River.

The ranching programme under the initiative of Kenbom Chisi, DFDO, Yingkiong was organised to create awareness amongst the public for the preservation of aquatic fauna. Speaking on the occasion, Yingkiong ZPM, Bading Teng, called for preservation of natural flora and fauna for ecological balance. He urged the villagers to restrain from indulging in unwanted hunting.

The GBs of the village promised to play a pro-active role in maintaining ecological balance. In addition, they placed certain demands to the visiting DC for development of their village.

The DC urged the villagers to avoid use of chemicals for fishing and directed the GBs to check such unwanted practices. He reminded the GBs of their role as the administrator at local level. He also urged the public to cooperate with District Administration in developmental activities. He also suggested the villagers to take up agriculture and horticulture schemes besides fish farming to boost their economy. S Babung, DPO, M. Pangsau Pass Winter Festival from Jan 20 next

JAIRAMPUR, Sept 14: In a consultative meet held under the chairmanship of MLA Laisam Simai at the ADC’s conference hall here today, it was decided to celebrate Pangsau Pass Winter Festival 2016 from Jan 20 2015, after a gap of two years.

Simai, in his address disclosed that as per the official record, PPWF in its last edition was able to attract two lakh tourists in three days which is a first by any state tourism festival.

‘There are nine or ten state festivals, of which PPWF is ranked second after Tawang Festival but in terms of tourist inflow, PPWF tops the list,’ he informed.

While briefing the house about the budget status of the festival, Simai said, ‘We have Rs. 30 lakhs in our kitty for organising the festival and we will have to mobilise the indigenous resources to generate more fund. The spending might not be as lavish like previous editions but the flavour of the festival will be same and better from earlier editions, Simai assured and further suggested including the other four legislators of the district for successful conduct of the festival.

In the meeting, the house also decided to curtail all extra expenses incurred during the last edition and suggested including all the tribes of eastern belt to add more zest to the celebration.

Stage set for big fight

 

With the declaration of the seat sharing arrangement by BJP today, the stage is set for major political fight in the upcoming Bihar assembly election. BJP will contest in 160 seats followed by NDA alliance partner LJP in 40, RSLP 23 and former chief minister Jitan Ram Manjhi's HAM will contest on 20 seats. Earlier Manjhi, who is former Bihar chief minister and leader of Hindustani Awaam Morcha (Secular), was apparently unhappy after he was offered 15 seats.

Last month UPA allies sealed the seat sharing agreement for the assembly elections in Bihar. While the JD (U) and RJD will contest 100 seats each, the Congress has been allotted 40 seats and NCP three. The alliance formally launched its poll campaign from Patna’s Gandhi Maidan on August 30 with a Swabhiman rally. Polls to the 243-member Bihar assembly will be held in five phases starting on October 12 and ending on November 5. The entry of All India Majlis-e-Ittehadul Muslimeen (AIMIM) into Bihar politics has further intrigued the election watcher. AIMIM president Asaduddin Owaisi said on Saturday that his party would contest the Bihar assembly elections, but would “limit” itself to the Seemanchal region. However expert believes that his entry will polarize the voters and in most probable BJP will gain from polarization of Hindu voters. The Bihar election will also witness direct fight between foes Bihar Chief Minister Nitish Kumar and Prime Minister Narendra Modi. Whichever bloc be it NDA or UPA wins the Bihar election will have major say in the coming days. People of India will be keeping close eye on the outcome of result.

A personal experience and a social message

Dear Editor,

Through your esteemed paper, may I have the privilege to convey a message to our beloved Prime Minister Narendra Modi and our beloved Chief Minister Nabam Tuki, that I am fortunate enough to be a part of their Mission “Beti Bachao & Beti Padao” which I had initiated way back in 1992. The following few words are as a feed-back to their great programme and slogan.

My daughter Sagarika Deb, aged 23, born on 19th July’1992, is a Cerebral Palsy (CP) patient with degree of 75%, disability detected sometimes during the year 1996, by the then Medical Officer Dr. Sharma of Rajbhawan Dispensary, Itanagar.

The disease has damaged her right leg, which has restricted her movement and can hardly walk, and is, therefore, totally dependent on me. Thus the slogan- “Beti Bachao, Beti Padao “ carries a deep & great meaning for me, which I am happily and earnestly trying to fulfil.

I was totally shocked and dismayed and was very much disappointed while thinking about her future and education, because her physical condition had deteriorated and the thought that she might not be able to do anything on her own, in her life.

But her treatment at National Institute of Orthopedically Handicapped (NIOH), Bon-Hoogly Kolkata has paved the way and given me great relief when it was confirmed that the damaged that occurred due to CP is no more a threat to her, and she could go attend any normal school, wherever she wants to.

It was a thrilling moment for me, and immediately after returning, she was admitted at ‘Royal International ’ School P appu-nallah.

My enthusiastic efforts started to bear fruits as she is not only physically confident, but also continued her education. I have more or less succeeded until now in my mission.

I am thankful and proud to say that the society, irrespective of any caste and creed, literate or illiterate, rich or poor, boosted and cheered me up saying.

Particularly my dear friend Dr. Ranjan, the then Principal “Royal International”, Mr. Palit, the then Principal “Kingcup Public School” Itanagar, and my a beloved and respected Lecturer, C. K. Singh (Retired) and the faculties of Dera Natung College, Itanagar who took pains, to give her guidance.

With their blessings and goodwill, my daughter could complete her first mile stone i.e. she has completed her BA with Economics from the Dera Natung College, Itanagar during 2014-15.

Throughout her academic career she has passed out her CBSE class X & XII from Kingcup Public School, Itanagar and then graduation course from DNGC Itanagar.

She has scored 64.4% in Class ten, 81% in class XII and 53% in graduation.

She intends to go for PG Diploma in Statistics from Tezpur and is in the mean-time planning to go for her further treatment at CMC Vellore, in which she is a regular patient since 2006.

Therefore, my message to my fellow friends, who are facing the similar challenges, is that they should not be disheartened and demoralized, to enable such daughters to stand up before the society with full dignity and respect.

Garbage disposal-a common man’s solution

Dear Editor,

I am living in Arunachal Pradesh for the last 23 years. It was during the month of February in the early 90’s when I reached Itanagar, and I was thrilled to see the scenic beauty of the place of Rising Sun. When I crossed Banderdewa Check Gate and travelling by a Blue-hill bus, I was really delighted with the natural scenery and sounds of birds which one often read in poems.

Since then I could witness every change that happened to this beautiful city. The city could have been urbanized in a well designed and planned manner, and if it was done so, the denizens wouldn’t have had to confront with the problems being faced today whether related to traffic or Garbage disposal.

Garbage disposal is a common issue in our country, whether it is the case of Delhi or other metropolitans or even those like ours.  

What we witness in our daily life is that when one travels from Banderdewa or the other side through Hollongi towards the State Capital, instead of seeing the natural beauty and the sounds of the birds, we can now see huge dumps of garbage at the vicinity of every markets, big or small and in every sector. The authority is in-fact doing their job in lifting the same with their limited resources. However, even after the garbage is lifted on daily basis, there remains garbage at the respective dumping places, which during rainy moves along with waters to the main road or public places, which in turn make the place very dirty besides spread of various diseases.

Since, the IMC has taken a good initiative to lift and clear the garbage on regular basis as appeared in some Local Dailies, I would put forth some humble suggestions for effective disposal, which I sincerely believe would make the city more beautiful and hygienic.

Instead of dumping the garbage here and there or into the present dumping places, the authority may take needful action to allow the citizens (sector-wise) to dump only into the vehicle when it comes at their respective places at a particular time which would definitely keep the city clean. A time may be fixed for each sector.

The authority may direct all the citizens of the Capital through public notices and announcements that “garbage clearance team with vehicle(s) will come to each and every sector on a particular time, and the people, including the shopkeepers and vegetable and other sellers have to keep their own dustbins and dump the same only into the vehicle(s) meant for it.

Those who violate such arrangements should be punished with suitable fines.

The Govt need to provide one time sufficient corpus fund to the IMC and other district agencies to manage the system, for which, the corpus fund should be kept in a separate account and whose interests only should be spent for meeting up the expenditures incurred for garbage disposal. In this way, the Govt can well avoid recurring expenditure towards PoL items and other related ones.

The authority can also look for appointing local franchises for the purpose with strict terms and conditions, which will also boost self- employment avenues to the interested unemployed youths.

These few suggestions, which I mentioned above, are made in the interest of keeping the entire city clean in which I am also a part and parcel.

It is time to believe in innovative ideas to tackle any situation instead of depending on the same old procedure, which proved to be non-conducive in the changing scenario and time.
