ABK(ES) aid to flood victims

PASIGHAT, Sep 14: Members of East Siang unit of Adi Baane Kebang and Nepali Sanskriti Samaj of Pasighat on Sunday provided some aid and financial assistance to the flood affected Anpum and Loklung villagers in Lower Dibang Valley district, who have lost their dwelling houses and other household properties in the recent deluge.
The ABK recently conducted a three day donation drive at Pasighat and collected few cash amounts, food items, plastic containers, tent house materials, clothes etc. and the collected items were distributed among 125 victim families of the two worst affected villages to give partial relief.

ATSU demands immediate demarcation of school boundary
ITANAGAR, Sept 14: All Tagin Students’ Union (ATSU) has expressed its strong resentment over the district administration’s failure to respond to the union’s demand for demarcation of the boundary of VKV Kuporijo.
In a reminder to Upper Subansiri Deputy Commissioner, ATSU demanded the DC to take necessary action to demarcate the boundary of the school within a week.
The students union claimed that the school land is shrinking day by day due to rampant encroachment by public leaving no scope to the school for its future infrastructural development.

ITANAGAR, Sept 14: Tesam Wanghop, an SSA Teacher was killed in a tragic road accident on Sept 9 near new Doidam in Deomali circle.
Late Wanghop was born on Jan 1st 1979 at Ngoithong village. He joined Changthing village Primary School as an Assistant Teacher under SSA in 2006. He had also served at old Lainwang village and Ngoithong. He leaves behind his wife and two children. In yet another loss for the education department, Linkap Ketok of Kheti village, who was a regular teacher died in his sleep at his Khonsa residence on Sept 11th. The department has condoled the untimely death. Meanwhile, BRC staff of Khonsa deeply mourned the untimely demise of Tesam Wanghop. The staff members assembled at BRC on Sept 11th and observed two minutes silence as a mark of respect to the departed soul. They remembered late Tesam as a sincere teacher who had an amiable disposition for which he was loved and respected by all.
Orientation training for SHGs at Dambuk
ITANAGAR, Sept 14: Orientation training for Self Help Groups (SHGs) was conducted at Dambuk ADC office conference hall by Future Generations Arunachal to encourage SHG activities in the area.
Seven all women SHGs attended the training programme in the first batch comprising more than 70 members.
Dambuk ADC Atul Tayeng, officers and officials of Veterinary, ICDS and Agriculture department were also involved in the training programme.
Topics ranging from SHG formation, group economic activity, revolving fund concept and SHG federation were taught in the training using Seed Scale methodology.

Second phase of SDC meetings begin
Developmental road map of 11 departments outlined
ITANAGAR, Sept 14: The future road map of developmental plans and proposals for 11 departments were outlined in the second phase of the State Development Council (SDC) meetings which started under the chairmanship of Chief Minister Nabam Tuki here today. The meetings will outline the future roadmap of developmental plans for 25 departments – 11 of which were covered in today’s meeting.
The departments that highlighted their respective proposals for consideration of SDC today included Police (Housing), Prison Administration, Fire Services, Road Safety, Chief Estate Office, Agriculture, Horticulture, WRD, Environment & Forest, Rural Development and Panchayati Raj.
Sitting through the departmental presentations, the Chief Minister emphasised on the importance of channelizing resources towards boosting activities in Agriculture and allied sectors. He said, soil health management should be a key component of agriculture and horticulture development as envisioned in a policy adopted by the Government of India. The State Cabinet has already approved implementation of the Soil Health Mission in the state.
It was decided that the ongoing Chief Minister’s Agri Mechanization programme would be continued with sufficient fund provisions besides linking the agriculture sector with the CM’s Employment Generation Programme through skill development of progressive and potential farmers.
One Agriculture Production Commissioner will be appointed as per budget announcement made by the Chief Minister earlier. Under Horticulture, self employment schemes would be given priority. The department was advised to submit a proposal on it under RIDF. Besides, Oil Palm cultivation would be taken up in a large scale this year. Funds have been approved for provision of bore wells in areas receiving less rainfall in Tirap, Changlang and Longding districts.
The department of Environment and Forests would take up massive plantation drives in the state capital and district headquarters with provision of funds by the SDC.

DAPORIJO, Sept 14: The depositors of ‘Jiyo aur Jine do’, a private financial institution, organised a massive protest rally at Daporijo today demanding police remand of the chairman of the institution till their deposited money amounting to Rs.47 lakhs is not refunded.
The rally which started near the Daporijo police station culminated near the SP office.
The aggrieved depositors, most of them women, further demanded that the law enforcing authority register case against him and his financial institution under appropriate sections of law and award exemplary punishment for cheating the depositors.
The alleged accused was earlier arrested at Naharlagun police station following the complaint lodged at different police stations including Daporijo police station for not refunding the deposited money of customers. Later he was brought to Daporijo police station on Sept 8 for further investigation of the case. They also demanded that all the staffs involved in the cheating case should be booked under appropriate sections of law as they are also equally responsible for the fraud case.
Meanwhile, SP Taru Gusar assured the aggrieved customers of ‘Jiyo aur Jine do’ of impartial and proper investigation into the case. He also asked the depositors to produce evidences related to their deposited money for further investigation.
Rebia asks HoDs to shift offices at Yupia
YUPIA, Sept 14: State Legislative Assembly, Speaker, Nabam Rebia has asked the heads of departments (HoDs) of Papum Pare district to immediately shift their offices to district headquarters Yupia.
The Speaker, after inaugurating the RWD’s Popum Poma division Executive Engineer’s (EE) office here today, asked Deputy Commissioner Tai Kaye to have the offices of the remaining HoDs shifted here within two months. Several HoDs are still operating from offices in Nirjuli, Naharlagun and Doimukh.
“Water supply, electricity supply and road connectivity have improved a lot here. Proper functioning of offices will drastically reduce the problems of the public of Papum Pare,” Rebia said.
Urging the government employees to be punctual, he remarked that many of the officers as per reports arrive late at their offices but leave early, causing immense trouble to the public”.
Rebia also criticised the government employees who never miss a chance to demand a raise in salary, promotion, etc, but forget their own responsibilities towards their jobs and public welfare. EE Techi Jobae said the new division office would be computerised and cent per cent paperless.
The RWD’s Popum Poma division had been created when Subansiri district was still undivided. The office did not have a permanent office until now.

ROING, Sept 14: The Disaster Management department has provided funds to the Additional Deputy Commissioner, Dambuk for restoration works in flood affected areas as per need basis, said the District Disaster Management Officer (DDMO).
To ascertain the actual damaged, officials of veterinary and agriculture department are assessing the damage caused to agricultural fields and livestock. The Department of Disaster Management is always with the affected people, said DDMO A Perme, while responding to a news item regarding immediate relief to the flood affected people published in this daily today.
Apart from 60 quintals provided to Paglam, 75 quintals of Rice were also airlifted to Dambuk with the help of Indian Air Force sortie in the first week of September.
Atul Tayeng, ADC Dambuk informed that the relief assistance for the houses damaged will be provided to the flood victims, whose houses have been damaged in the flood within two to three days. He also informed that the local administration have been fully engaged in safety, evacuation and restoration works of the flood affected people from the beginning of flood till date. The relief to the agriculture and livestock damaged will be provided after the assessment is completed.
Under the direction of Lower Dibang Valley Deputy Commissioner, a team of District Disaster Management headed by DDMO Roing including medical and veterinary doctors visited the flood affected areas to take assessment of the outbreak of any after flood diseases. Medical team has also conducted preliminary assessment of outbreak of any disease and till date no occurrence of such outbreak of disease was reported. It was informed that the PHC Anpum is capable to tackle any such outbreak with two doctors and sufficient stock of medicines. However, if the situation arise supplementary team at District Hospital, Roing is ready for any eventualities, informed the DDMO.

Namsai located on the banks of mighty Nao Dihing River is one of the oldest towns and the youngest district of the state. In the recent past, the town was declared as the district headquarters heightening the people’s hope for change.
The picture perfect vista after crossing the Mahadevpur Police Check Post – the azure sky, blue mountains far off, the whitewaters of the Nao Dihing, the infinite greeneries and the cars gliding upon the smooth surface made by BRO add up to that hope.
All the panoramic delights derails as and when one steps out from the comfort of the vehicle and confront the visual annoyance – disorganised market place, ugly and ageing infrastructures, reckless traffic, haphazard parking, overflowing garbage piles donning the front of the commercial establishments and stray cattle at every dustbin. In fact, it is very difficult to escape the sight and smell of filth when in Namsai town.

If the drain clogs, which will certainly one day, there is no way to unclog it. Ultimately, the sewage will approach the road and the market place.
With the drain and dustbin capitulating due to departmental laxity, the link road leading to the market from the main highway is all set to surrender. Potholes some of which are life threatening for bikers adorn the 1.5 kms stretch.
Another anomaly that hurts the town’s prestige is the empty traffic point along with the untamed traffic and haphazard parking.

Arunachal at the bottom for ‘ease of doing business index’
New Delhi, Sept 14: Gujarat was ranked on the top on Monday, among states, on the ease of doing business index prepared by the World Bank, while Andhra Pradesh and Jharkhand were placed at the second and third positions, respectively.
Others in the list of top ten states in India providing a better climate for businesses include Chhattisgarh, Madhya Pradesh, Rajasthan, Odhisa, Maharashtra, Karnataka and Uttar Pradesh.
The ranking of the states, prepared by the World Bank at the behest of the government, was based on eight specified parameters which include setting up of business, allotment of land, labour reforms and procedure for environmental clearance.
The parameters also include infrastructure, procedure for registration for tax purposes and inspections for compliance of various norms.
At the bottom of the ladder in the index were Mizoram, Jammu and Kashmir, Meghalaya, Nagaland and Arunachal Pradesh.

ITANAGAR, Sept 14: The department of fisheries Upper Siang district yesterday organised “River Ranching Programme” at Sipit River near Gette village. Remo Kamki, Deputy Commissioner, Upper Siang released around 20,000 fingerlings of indigenous fish and Indian Major Carps into the Sipit River.
The ranching programme under the initiative of Kenbom Chisi, DFDO, Yingkiong was organised to create awareness amongst the public for the preservation of aquatic fauna. Speaking on the occasion, Yingkiong ZPM, Bading Teng, called for preservation of natural flora and fauna for ecological balance. He urged the villagers to restrain from indulging in unwanted hunting.

Pangsau Pass Winter Festival from Jan 20 next

JAIRAMPUR, Sept 14: In a consultative meet held under the chairmanship of MLA Laisam Simai at the ADC’s conference hall here today, it was decided to celebrate Pangsau Pass Winter Festival 2016 from Jan 20 2015, after a gap of two years.
Simai, in his address disclosed that as per the official record, PPWF in its last edition was able to attract two lakh tourists in three days which is a first by any state tourism festival.
‘There are nine or ten state festivals, of which PPWF is ranked second after Tawang Festival but in terms of tourist inflow, PPWF tops the list,’ he informed.
While briefing the house about the budget status of the festival, Simai said, ‘We have Rs. 30 lakhs in our kitty for organising the festival and we will have to mobilise the indigenous resources to generate more fund. The spending might not be as lavish like previous editions but the flavour of the festival will be same and better from earlier editions, Simai assured and further suggested including the other four legislators of the district for successful conduct of the festival.
In the meeting, the house also decided to curtail all extra expenses incurred during the last edition and suggested including all the tribes of eastern belt to add more zest to the celebration.

My enthusiastic efforts started to bear fruits as she is not only physically confident, but also continued her education. I have more or less succeeded until now in my mission.
I am thankful and proud to say that the society, irrespective of any caste and creed, literate or illiterate, rich or poor, boosted and cheered me up saying.
Particularly my dear friend Dr. Ranjan, the then Principal “Royal International”, Mr. Palit, the then Principal “Kingcup Public School” Itanagar, and my a beloved and respected Lecturer, C. K. Singh (Retired) and the faculties of Dera Natung College, Itanagar who took pains, to give her guidance.
With their blessings and goodwill, my daughter could complete her first mile stone
i.e. she has completed her BA with Economics from the Dera Natung College, Itanagar

Garbage disposal-
Dear Editor,
I am living in Arunachal Pradesh for the last 23 years. It was during the month of
February in the early 90’s when I reached Itanagar, and I was thrilled to see the
scenic beauty of the place of Rising Sun. When I crossed Banderdewa Check Gate and
travelling by a Blue-
Since then I could witness every change that happened to this beautiful city. The city could have been urbanized in a well designed and planned manner, and if it was done so, the denizens wouldn’t have had to confront with the problems being faced today whether related to traffic or Garbage disposal.
Garbage disposal is a common issue in our country, whether it is the case of Delhi or other metropolitans or even those like ours.
What we witness in our daily life is that when one travels from Banderdewa or the
other side through Hollongi towards the State Capital, instead of seeing the natural
beauty and the sounds of the birds, we can now see huge dumps of garbage at the vicinity
of every markets, big or small and in every sector. The authority is in-
Since, the IMC has taken a good initiative to lift and clear the garbage on regular basis as appeared in some Local Dailies, I would put forth some humble suggestions for effective disposal, which I sincerely believe would make the city more beautiful and hygienic.
Instead of dumping the garbage here and there or into the present dumping places,
the authority may take needful action to allow the citizens (sector-
The authority may direct all the citizens of the Capital through public notices and announcements that “garbage clearance team with vehicle(s) will come to each and every sector on a particular time, and the people, including the shopkeepers and vegetable and other sellers have to keep their own dustbins and dump the same only into the vehicle(s) meant for it.
Those who violate such arrangements should be punished with suitable fines.
The Govt need to provide one time sufficient corpus fund to the IMC and other district agencies to manage the system, for which, the corpus fund should be kept in a separate account and whose interests only should be spent for meeting up the expenditures incurred for garbage disposal. In this way, the Govt can well avoid recurring expenditure towards PoL items and other related ones.
